Well, that seems to be a problem more concerning the law than ethics. They probably know that if caught they will have to leave the country and never be allowed to come back to UAE.
And just one neighbor would be enough to report such cases I guess …
The UAE authorities are getting much better in spotting fake certificates though so the risk for such people is very high.
